The department strives to secure the highest quality products available within the delivery and price constraints that exist, utilizing ethical and cost-effective purchasing procedures.

In addition to processing purchase orders and invoices, the department approves new vendors and maintains vendor files such as W-9s, and certificates of insurance.

ACH Payment
The New Orleans Ernest N. Morial Convention Center Purchasing Department encourages all vendors to utilize the ACH payment option.

Certification Support
Please note that the New Orleans Ernest N. Morial Convention Center is not a SEB or DBE certifying agency. The Convention Center does accept certifications for Small and Disadvantaged Businesses:

• Small Businesses through the State of Louisiana, Hudson Initiative (SE)

• Disadvantaged Businesses through the City of New Orleans, Harrah’s Casino, Sewerage & Water Board of New Orleans, the New Orleans Aviation Board via their State and Local Disadvantaged Enterprise Program (SLDBE),

and the Louisiana State Department of Transportation via their Unified Certification Program (LAUCP) for DBE designation.

Insurance Requirements:
The Vendor is responsible to provide a Certificate as evidence of insurance by email to Babette Rader at brader@mccno.com.

Coverage shall be provided and evidenced on the Certificate of Insurance as follows:

(1) Commercial General Liability Insurance – shall include Personal and Advertising Injury Liability, Independent Contractor’s Liability, and Contractual Liability. Evidence of General Liability coverage shall include Damage to Rented Premises. The insurance shall name the certificate holders listed above as an Additional Insured for both on-going and completed operations. Such insurance shall also include a Wavier of Subrogation in favor of the Additional Insureds.

(2) Workers’ Compensation – shall confirm Louisiana statutory limits and Employers Liability Insurance. The Worker’s Compensation insurance shall also include a Wavier of Subrogation in favor of the certificate holders listed above.

(3) Automobile Liability – If for any reason you, your organization, or representatives of your organization will be driving company and/or personally owned vehicles onto the property of the Convention Center, you will be required to provide evidence of Automobile Liability coverage. Vendors utilizing company owned vehicles are required to carry automobile liability; such insurance shall be evidenced on the standard 2014 Acord Certificate of Insurance. Vendors utilizing personally owned vehicles are required to furnish evidence of existing automobile liability insurance (in the form of an Insurance I.D. card) in limits not less than the State required minimums. If you are not driving a vehicle onto the premises, disregard this requirement for evidence of insurance please.

Tax Exempt Certificate
The Ernest N. Morial New Orleans Exhibition Hall Authority (“the Authority”) is a political subdivision of the State of Louisiana. New Orleans Public Facility Management, Inc. (“NOPFMI”) is a quasi-public body that is charged with the responsibility of managing the Ernest N. Morial Convention Center-New Orleans (“ENMCCNO”) on a day-to-day basis. No tax is applicable on goods and services sold to New Orleans Ernest N. Morial Convention Center.

Insurance Requirements
As a vendor of the New Orleans Ernest N. Morial Convention Center, you are required to submit an original Certificate of Insurance for General Liability and Worker’s Compensation Insurance for your organization as evidence of such coverage being currently in effect. Your insurance agent is the only one authorized to produce this certificate. The Certificate of Insurance shall be written on the standard 2014 Acord certificate.
